Digitalizing Public Administration Services with .NET and Power Platform
A hybrid ASP.NET Core MVC and Microsoft Power Platform architecture bringing an Italian public body's calls for proposals, organizations and grants online, with SPID/CIE login and automated processes.
The Client
Digital transformation in public administration
An Italian public administration body supports a wide network of local organizations, from tourism and cultural associations to music and performing arts, through calls for proposals and grants. As part of a digital transformation journey, it chose to modernize these services: bringing the management of calls, organization records and the entire grant lifecycle online, and digitalizing the various calls published over time.
The Challenge
Bureaucratic procedures to simplify and make transparent
Calls and grants involve many organizations, offices and administrative steps. The public body needed a digital transformation able to:
- Simplify bureaucratic procedures for citizens and organizations
- Reduce application processing times
- Increase the transparency and traceability of requests
- Build a scalable, manageable system able to support the growth of digital services
The Solution
A hybrid architecture combining ASP.NET Core and Power Platform
The team designed a two-tier architecture that makes the most of each technology: a robust ASP.NET Core MVC frontend for the user experience and Microsoft Power Platform for the backend and process automation. The portal stores and retrieves data from the Power Apps backend, while Power Automate flows are triggered by events raised in the user interface.
- Secure, high-performance ASP.NET Core MVC frontend aligned with modern web standards
- Bootstrap Italia for compliance with the design guidelines for Italian public sector digital services
- Integrated SPID and CIE authentication (Italian digital identity)
- Application backend on Power Apps, with Microsoft Dataverse as the database
- Power Automate flows for instant notifications and submission receipts
- Lifecycle orchestration of every request, tracking progress and notifying the relevant offices
The Results
Simpler, faster and more transparent public services
Integrating ASP.NET Core and Power Platform modernized the services, improving internal efficiency and giving users a simpler, more transparent experience:
- Faster development: Power Apps low-code cut the time and cost of building the backend and automation flows
- Manual steps removed by automated flows, drastically reducing the administrative workload
- Applications tracked by users in real time, with fewer information requests to the offices
- An easily replicable model that can be extended to other services
Benefits for the Client
Transparency and efficiency for digital public services
Greater transparency: users know the status of their applications at any time
Operational efficiency: administrative staff are freed from repetitive tasks and focus on higher-value work
A clear, accessible user experience compliant with national standards for digital public services
A scalable architecture, ready to extend digitalization to new calls and services
